What? Just click on the picture, then save to a file, and they should print just fine with good quality.

My paper documents are clear and when I scanned them the .jpg files are clear.

This web site will only allow files of a certain size to be uploaded so I sized them to max size allowed. If they won't print there's nothing I can do about it. Try to save to a file then print from there.

Can a .jpg be turned into a pdf file? I'm not savy enough with this stuff to know.

Your scanner likely has a "save to file" option. When you do that, and then save it to your computer, you will be offered a chance to choose the file-type. Choose pdf.
