I have my insurance policy through AOPA, it's underwritten by, heck, I forget who (I'm at work right now).
The have insured my and my partner in a 182, my partner has 0 hours and it was no problem to get him insured. The rates are good as wekk, this company specializes in low time and zero time pilots.
I'll post the company tomorrow.
