Dr. Dave,
The fuel outlets from the tanks have finger strainers on them and I can't immagine any way a ball of ice could choke one off. I believe most Cessna
airplanes built after the C-170 series have two outlets in each tank that are teed together on the way to the selector valve.
There most be another explanation for that particular problem.
