Dan I forgot I also have a copy of the '48 owners manual and you are right it is not in there. It won't be on the single page AFM you have either unless you have a completely different AFM than the one I have for a '48.

So I think we are back to something someone, but I think Cessna, created to help educate the "New" 170 pilots about those mysterious extra seats in the back.

I think you are right that it was a seperate sheet that Cessna might have added to the pile of papers when they sold the airplane. They certainly didn't do a good job of documenting it.

We never "actually" concluded that all AFMs agree with the TCDS, Bruce. The second statement is a double-negative and very difficult (for me at least) to understand exactly what you meant but....
... an AFM may modify the limits generically specified in the TCDS. There are numerous AFMs which apply to all these airplanes if they are modified with certain approved equipment. (see the many AFMs and their dates which are listed in the TCDS.) Some of that equipment may place additional limits on a specific serial airplane, and that would explain why certain serials have 100 lb baggage limits/placards.
