What is the proper sign off and what FAR's cover a Biannual Transponder check? (VFR ONLY)

An avionics shop should have the equipment to check that the transponder and encoder are working properly, correct any errors if found, and provide the signoff.

"Tested transponder for VFR per FAR 91.413." was how my radio shop signed it off.

I guess what I'm wondering is what Eric wrote. How are the shops signing this off? Here are the regs that apply. 91.413, 91.217, 91.411 (IFR), 43 Appendix D (IFR) and Appendix F.
