Rudder Hinge

Does this Rudder Hinge (0510109 pg 49 of the IPC) need to be replaced?

It is made from steel and looks like a past repair. The bronze bushing can be replaced if causes wobble in the attach bolt or is significantly worn on one side (alignment off , lower rudder twist). If the repair is not cracked I’d leave well enough alone as it seems to have been adequate for some time. This is just my opinion, others may want to disagree hence my opinion on, on-condition inspection; Good, Better and Best. All work, its up to the maintainer and owner.
