I really don't understand why such folks don't simply get a tax/permit. Can it really be that difficult?

It is if you're in a Dry County!
I was born in Rome GA, my folks now live in very western NC and my in-laws all in live in the foothills of NC with the out-laws living further west and I've meet a few of these folks. The common attitude seems to be "it's my right to do this so I am" type of thing. The problem really lies in the fact it can, and probably will, kill you at some point (that's why I brew beer and not hard stuff). But for some folks up in the hills there's only two kinds of drink, "reed-likker 'n whyte likker" and that Red-liquor is store bought sissy stuff.

That is our local county here in Georgia. We are famous for making the national news. A few years ago the famous crematory with 300+ bodies still on hand was here, about five miles north of LaFayette. This bust was about five miles south of LaFayette.
