William Sidney Porter and Sam Watkins were contemporaries. Sam served in every major battle the confederate Army of Tennessee fought for the entire duration of the war, then went on to write "Co. Aytch" in which he made the statement I quoted. Porter on the other hand, may have taken the comment from Watkins, since Porter was born about the year the Civil War began.
