Those look like the station 228.687 bulkhead, p/n 0512108 onto which the aft spar of the horizontal stabilizer bolts to. Pages 38-40 in the 170A IPC, item 86. Yes, the entire bulkhead assembly is Item 86, but in the illustration, it appears as if the bulkhead it'elf is Item 87.
I certainly hope you have an A-model Illustrated Parts Catalog (IPC) or we'll be deluged with pics of parts which cannot be identified.

I just happened to notice yesterday that the part drops right into the tailwheel bracket thats also in the pile of parts. Now I see how it goes....rear stab mounting point, rudder lower hinge and a convienient stiffener for the whole setup. I guess I'm going to need to buy a parts manual to figure out what parts I've got piled here though the
