scraper plate in wheel pants

I am trying to find out how the scraper plate is made that goes inside the wheel pants just behind the tire, it is used to keep mud and snow from building up inside the pant...

Figure 99, Item 2, Page 160 in the IPC shows PN 0441143-11 for the stock fairing scraper- mud.
OLE GAR SEZ - 4 Boats, 4 Planes, 4 houses. I've got to quit collecting!
