The original FAA Type Certification Data Sheet (TCDS) for the Cessna 170 (TCDS number A-799) provides for IFR flight (Blind Flying) with item 403, "Blind Flying Kit" Cessna Dwg No. 0500006. This is merely a provision to meet FAA minimum instrument and equipment rules per FAR 91.205 (b) and (d).
