Oil Pressure (220 Franklin)

I now have the new Franklin 220 engine installed in my Cessna 170 and the oil pressure at idle (900 RPS's) is only 5-10 lbs. although at cruise with oil temp at 178 degrees it has 78 lbs of pressure. I would appreciate any suggestions as to where my problem might be.

It could possible be a stuck oil pressure relief valve
